87 dt65 won't go more than 1500 rpm in gear

I have a 1987 dt65 that was given to me. It did not run when I got the motor and boat. The boat sat out of water for 15 years. First thing I did was check for compression and have 125 on all 3 cyl. I read a couple of posts on this site about what to do when taking an outboard out of strorage. I rebuilt the fuel pump, replaced all the fuel lines, rebuilt and cleaned the carbs, replaced and gapped spark plugs. Got the engine running. Runs great on ear muffs revs nice sounds good. I run the motor off external tank not wanting to deal with 15 years of varnish in the tank. While running noticed water sensor leaking. Removed water senor and broke off bolt. Then removed head cover and broke more bolts. Engine was from florida and salt water and found what that can do to a motor. While the head was off I inspected the pistons and there was no damage and no carbon build up. Re assemble everything and put in the water and no accelleration. Get to 1500 rpm about 5 mph and that it. Anymore throttle and it dies out. Removed carbs again and clean again found nothing dirty. I have read about possible crankshaft seals being an issue. Also checked timing and it advances well with
throttle. My questions are: is there something i am missing when rebuilding the carbs? and how do i test the crank seals. If i do end up needing crank seals can i do the lower one without pulling the power head off. i am afraid the salt water will get the best of me and the machine work will cost more than the motor is worth.
