87 evinrude 40 hp when choked revs up

When I choke the engine it will run good.
Noticed when I pushed the electric choke in it will click and the choke flap wont move also
Also is the red valve in the right place?

Anyone know why it run better when choked?

BC it's running too lean. Carbs may need to be rebuilt, air leak, etc., etc.

What's your owner's manual say? My motor, it was a primer and horizontal was normal run position.

Also noticed when I hooked the fuel line to a separate tank,the bulb was not getting hard. ( I could squeeze it all the in while it was running)

Anyone know what the vacuum reading and fuel pressure should be on this motor?

Most fuel pumps put out around four psig.

Primer bulb does not remain hard after starting, but should not collapse either.
