'87 Force 125 exhaust leak

Had our boat out yesterday (1987 Trophy 1910) with the wife and it ran great, made one run of about 10 miles at 30mph with no issues at all...boat will run 37-39 WOT.

Anyway went to go fishing with a friend today, started, idled, ran out of the no wake area great like normal. Throttled it up and ran about a minute and then it started to bog intermitently. Shut it down and pulled the cover off to make sure I didn't have a fuel leak or something going on.

I never noticed before, but the tower cover has water in it to the water line (guessing this is normal?)

Anyway, started the motor and there is exhaust bubbling up around the tower, couldn't tell where it was coming from while hanging off the back of the boat on a choppy Lake Erie. No leaks around the idle exhaust boot, deffinately bubbling up in the water down there. Ran back in with the cover off and it ran fine so I have to believe that when the motor is cranked up its leaking enough to fill the cover and choke out the engine making it bog.

Only thing I have done to it in the past year is a new waterpump impeller, any chance that there is a seal where the lower unit attaches where I had it apart that is leaking the exhaust? Or is there something else down there where the exhaust can get out?
