87 Force 85 out of water/gear

Hello all, quick question (I hope). Is there a RPM limit when the engine is out of the water or in neutral? I'm asking because I have not had this boat in the water yet. Just had it serviced and when I start it (with muffs) in neutral the max RPM is about 2800 with sputtering. I thought it may be the linkage but all looks fine. There seems to be a metal plate that moves up and down against the throttle linkage that prevents the throttle from opening. Any ideas please? Thanks!

Thats a fast idle setting so its's easier to start when cold.Jerry

Man do I feel stupid! This is my first 2-stroke so I was not aware that it had to be in gear in order to get the rpm's up and running. Only took me two weeks to figure that one out. Once I put the boat in the water and in gear she took off like dog race! Thanks to everyone for the info!
