87 Johnson 140 starting problem

Yesterday it was 95 degrees went out to start my 140 Looper on the lift. Hadn't ran it in about 2 weeks. I normally pump it up to replace the evaporated gas and set the fast idle. Wouldn't fire at all. Checked spark on two plugs. Seemed weak but don't know if the ground was good. Last time I checked I had 7/16 gap on a spark tester. The plugs were somewhat wet. Changed the plugs to dry ones. No fire. It may have been flooded. Finally got it running with starting fluid. I need to know how to check the fuel primer. When I open it the bulb stays full. And I hear a manual click. It clicks with the key and I hold it in while cranking. I thought when you open it(the red lever) the fuel flows past the needle seats, or does it stop because the floats are up?

When you pump the bulb you send fuel thru the fuel pump and create line pressure. That fills the carb bowls (until the float rises and the needle stops the flow) and puts fuel into the line going to the primer. With pressure in the line, when you activate the primer - either manually or electrically - you open the valve and fuel goes into the manifold until the line pressure drops.
Can you help? I have a good working VRO and used the right plugs. Later I checked the plugs; had a nice blue spark. Earlier weak and yellow. Power pack was changed several years ago when it ran rough and wouldn't idle at all. FYI comp is 125-130. 500 total hrs. Did not smoke heavily on start up. Actually started w/o fast idle.
