First, with all due respect, I sure wish we could break you of the habit of capitalizing the first letter of every word. It makes your posts terribly hard to read and we can't tell where one sentence ends and another begins.
Anyway, it would help if we knew what it is (what engine) you are working on. If it is a solenoid that operates the choke butterflies in the carb, then the choke will not operate unless you push in on the key when it is in the RUN or START position. When you release the key the solenoid drops out and the choke opens. If you have a primer system, it works the same way but the solenoid operates a valve that allows extra fuel into the engine.
