88' 70hp Johnson Air Silencer

I have a 88' 70hp Johnson on a 15' Glastron. The motor runs great except for out of the hole. When I throw the throttle down, the motor hesitates before getting power. I tried pulling a skier and it would bog down completely and never get power. I have cleaned the carbs and everything looks good, but I still have the same issue. I do not have the air silencer attached because I need to buy the proper bolts. My question is about the air silencer; will the air silencer not being installed cause the motor not to run properly? I know certain carbs need a restriction from a filter or something to perform right. Thanks for any feedback.

You can run it without the air silencer, you might notice some intake noise. Have you checked compression,spark and spark plug condition and fuel system?

Yes, I have checked everything, and I can find no other source for a problem. I fitted the air silencer back on without the gasket and all the bolts, but I only had a chance to do a quick run with it; i did notice a difference though. Once I properly install everything I will give an update.
