88 Evinrude 25hp throttle questions

Hi guys.

I recently did some maintenance (new head gasket, new water jacket gasket, new plugs, new lower unit oil) and the next time I went out on the water, I wasn't hitting my normal speed. Typically I do 25mph in my loaded down 16ft v-hull and this time I was only hitting 16. So I pulled the cover, started it up and got underway again, and this time when I topped out at 16 I opened up the throttle with my hand so that the plate was fully horizontal. It immediately jumped up and hit my normal speed.

For as long as I've had this engine (2017), the throttle linkage has been set so that the plate only opens up maybe 1/4 of the way even when at full RPM. I thought that was unusual but never had any trouble so I didn't touch it. Now suddenly I need to open it up all the way to hit top speed. I feel like this has to be a result of something I did during maintenance, but I don't know what yet.

Will I be hurting anything by adjusting this set screw on the control arm to push the throttle plate open fully? Would I need to adjust anything else to keep timing/fuel/air in order?

It is designed that way, I believe it allows you to have full timing advance without having the carb open all the way. With the throttle cracked ALL the way open the butterfly should be at 90 deg
