88 Evinrude 28 HP SPL Questions

Just acquired entire 1988 boat package. Real clean and not abused.<br /><br />1) Engine requires a very long throttle movement before RPM's increase. WOT is strong, idle is good. Getting to WOT requires passing through a rough intermediate throttle response. New NGK plugs with middle grade fuel with 50:1 oil. (?)<br /><br />2) There is no tach on the boat. Is this a tiller handle or steering controlled? You may have some stuff in the high speed jet or a coil breaking down for your intermediate acceleration problem. Just a guess

Thanks Fireman...<br /><br />It is a steering wheel motor. In addition, during this intermediate throttle operation, the engine frequently surges until I push the throttle up into what I would guess is about 3/4 of WOT. (?)
