88 evinrude 48spl carb spits fuel top orifice

I just purchased.No VRO. Started right up but will not run smooth. I ordered and recieved manual(OMC),cleaned and rebuilt carbs, changed plugs and wires, have good spark, compression @ 120 top and bottom. Top carb spits fuel out top low speed jet. Engines misses at 3 to 5 sec interval at all rpms. Stumped but would like to fix myself.I am a newbie, any help greatly appreciated.
