You can't really do it that way, you have to start with the drive off, measure the shift rod height, if that's good then you do the transom shift cable, then lastly the remote cable. Nice try but with this there are no short cuts.
What you are doing with that tool, is setting the length from where its attached to the bell crank lever to the trunnion. Then with the drive off, you are tightening the retainer on the transom shift cable where it sticks out of the pivot housing with the drive off. This is what establishes how far the cable moves the bellcrank in the pivot housing back and forth. The issue you are having suggests you are not getting equal travel in fwd & rev. Sounds like the travel is OK in rev but not full in fwd.
The fact that its a King Cobra does not make a difference. The adjustment is the same. The only difference between the 460 King and the regular Cobra is that you have an HD lower unit. The linkage, shifter bellcranks etc are all the same, the upper gear housing, the same. Just the lower unit is a bigger stronger one that was used on the Evinrude V8 outboard. Yes they did make a monster 2 stroke V8!
The way you check when you're done:
key out engine off!
boat on the hard...
get a helper...
you spin the prop while they shift it into fwd, you should feel it lock in, not ratchet
now have them shift to neutral then you spin prop, have them shift to reverse, should lock in no ratcheting
that's how you can tell if the shift dogs are fully engaged.
if it ratchets, that means there is not full travel of the cable, or the clutch dogs are too rounded off for it to stay in gear.
