88 Mercury 150 Shift Shaft Issues on Lower Unit

Recently I attempted to change the lower unit's SHIFT SHAFT BUSHING (seals were leaking). I reinstalled the the new bushing and re-inserted the shift shaft into the lower unit. However, after attaching the lower unit and running a test in the driveway, the prop did not move (yes, I did verify that the shift shaft of the upper and lower units were connected). So, drop the lower unit, drain the fluids and shined a flashlight down the shift shaft hole. As far as I can see, I don’t see spindle slots that I would expect from the SHIFT CAM. There is a rounded hole at the bottom but no splines. Could the SHIFT CAM have fallen out (I don’t see any numbers or words I see at the bottom). When I insert the SHIFT SHAFT by itself and spin it, it spins freely. The unit was (should have been) in neutral at the time of disassembly.
Has anybody encounter this before? Do I need to pull the shaft, what is the level of effort?

The propshaft has a preload pin in nose and has pushed cam out of place. Pull carrier and propshaft and reinstall cam...
