88 Sea Ray Hydraulic Steering - basic questions

Hi guys, First post here, forum looks great and has helped a ton already.

I picked up a 1988 Sea Ray Seville with the 100 Merc outboard on it. Original owner said the 88 was a transition year and actually the motor was a 120hp with the 100hp cover. From what I can find it looks like 88 was 100hp and 89 was 115hp.

Overview: Boat sat for probably 10 years, First things are it needs a floor (thanks for all the awesome posts on that), want to get the motor running, test the motor for the power tilt and learn about the steering. There is nothing I can't do on a car mechancially, or home repairs... my toolbox dwarfs many mechanic's boxes. The floor doesn't worry me at all, getting the motor running shouldn't be bad as it does crank and appears to have good compression. I'm hoping it's a case of fresh fuel, clean carbs and give it a general check up).

The power steering doesn't appear to run off the motor. I noted that right below the steering piston there was gunk on the boat that may have been the fluid that leaked out. Had found a post that listed a part for the end seals. Thinking it's a matter of new seals and filling the system, but I don't see a reservoir for the steering and nothing obvious that makes me think it's driven off the tilt motor or the boat engine. Is this actually as simple as it appears, that it needs to be filled to check that it'll work and then probably replace the worn seals? If so...anyone have basics on how to fill/bleed it to check it out?

Unfortunately it has been super humid and hot in the Northeast and right after I backed the boat into the garage I blew a caliper on the truck. I'm off to fix the truck and mess around with the boat while attempting to stay hyrdrated. Seems like a a beer or two per water are in order.

Guys.. steering works to a degree. Have to spin the wheel pretty decently, but it moves. I'm going looking for that seal part number and hoped for a where/how to fill/bleed it.
