89 225 evinrude fuel problem

The problem that i have is that i have to choke the engine evry time that im going to start.It could be running for about 20min idels great turn it off try to turn it back on nothing have to choke it again. I cleaned the carbs,new primer bulb and spark plugs.What else can i check.I have notice before i could choke the engine at the key pushing it in and it will start.Now i push the key and dosent choke it.I have to use the throttle.

I have a 1990 Johnson that does the same thing. A local mechanic told me that if I let the engine sit after being warm, newer fuels with all the additives evaporate from the carbs faster so it needs to be choke/primed again. I have no idea how true this is, but that's what I was told?
