I just rebuilt a 1989 40 hp completely. now it will not start unless I unhook the fuel line and crank it over quite a few times. after it starts when I hook the fuel line up it starts running rough and then stalls and wont restart unless I unhook the fuel hose and crank it over a bunch.

I installed a new floats and seats and needles in the carbs and rebuilt the fuel pump and still have the same problem.

I did check the floats. I dont have the guage though. When I turn the carb upside down they seem to close the needle all the way before the float touches anything. The drop of the float is 1.5" which is within specs. Is there any other way for the fuel to get into the engine without going past the floats?

Floats should be paralell with the gasket surface and it is best to use a float gauge. If the float seat is installed incorrectly it could leak but most liikely the float valves are not closing.

I checked the floats and they are set at level. I can turn the carb upside down and cant blow through the fuel inlet.Turn it back over and I can blow through it. if I keep squeezing the primer blub it seems like it keeps pumping fuel to the engine. Can the fuel pump be assembled wrong? ( it was apart when I got it and I couldnt find a breakdown) Or the primer solenoid be the problem?

That link was helpful. I disassembled the fuel pump and diaphram looks ok. The pump looks like its put together correctly also. But as soon as i hook the fuel line up the engine stalls and raw fuel comes out the exhaust. I also unmounted the fuel pump and squeezed the primer bulb and fuel came out of the hole in the back of the pump. I also took the air cleaner cover off and looked down the carbs while squeezing the primer bulb and did not see any fuel come out of the carbs but I did see a bunch of fumes.

As tashasdaddy said it sounds like a hole in the pump diaphram.Only place you should see gas is at the in and out ports. If gas is coming out of the pulse port opening
something is up.Miss assembeled defective casting some sort of diaphram problem.

Or the primer solenoid is stuck open or its set to the manual position! The little red lever must point parallel to the body of the solenoid. That lever is the equivalent of a manual choke.

The manual primer would surely flood it but fuel at the pulse port sounds like a pump diaphram or related area to me.

First of all thank you all for the help. it turned out to be the fuel pump. After rebuilding the fuel pump three times I finally just bought one. Runs great now.8) I can't wait to get in the water and start the break in on my new motor ! and I get to tell everyone that I rebuilt it. hope you all don,t mind if i don't mention the help that you all gave me  thanks again.
