89 40hp johnson, not running well

hello i'm new here... not new to using forums tho. i have a 1989 johnson 40hp on a 16ft basstracker. bought the boat in dec of 08, it hadnt been ran for 3 years drained the carbs and got it running. since then i have only been able to use it once since my local lake has a 25hp limit! anyway it ran great on the water... this has been 3 weeks ago. now i try to start it and it will eitheir... 1. fire once or twice. 2. run for 5 seconds and die. 3. nothing! i replaced the spark plugs.. the old ones were colder than the book called for and now have the correct ones installed. so i am beging to question if the fuel pump is working?? i cannot hear it clicking or anything when i press down on the key switch. as where i did before. i used a test light and checked it today, it doesnt seem to be getting any power? is there a fuse somewhere? i'm not even sure if this is my problem....

Go to the top of the forum to the "TOP SECRET FILE" post, and click on the "My outboard has been sitting 2 years..." link.
You're going to have to do a systematic troubleshoot. A scattershot approach rarely works, particularly since you probably have more than 1 issue.

near the starter solenoid, is a inline fuse holder, it has a special 20 amp fuse, that is to the starting circuit, and controller.

fuel pump is mechanical. the controller controls the primer which is what you hear click. no power to controller and starting circuit, no click, no starter turning.

The fuel pump is not electric, it runs off of engine vacuum

ok sorry, thats what i had been told. i went out and looked at it. the power wire leading from the primer valve goes directly back to the steering console. i didnt see an inline fuse anywhere near the stater solenoid. so i will check everything over tomarr under the dash

the small red connector, right side of picture is the fuse holder.

hmm ok, my solenoid is on the back of the motor next to the head? lol

yes it is on a 40 hp, this was just a demo picture. but has the same fuse holder.

i found the fuse altho its for the ignition switch, i'm pretty sure there isnt a fuse for the primer, but in the mean time i used a jumper wire to power it... also i took the carbs off and gave them a good cleaning, i put them back on.. after all this it still doesnt want to run... i'm getting some raw fuel leaking/dripping out the exhaust after i crank on it for a bit?? seems like its loading up on fuel. it will fire sometimes.... this is really getting aggravating.. specially since it ran fine 2 weeks ago at wide open throttle on the water

the primer works of the starting circuit. you turn the key to "on" and push in on the key, to activate the primer.

taking carb apart does not clean them and not using a rebuild kit, can cause more problems. your loading up is cause by a misadjusted float in the bowl. order carb kits. follow the following directions, this is the same carb that you have in this example.
