89 70HP Evinrude idle problem

Yesterday I picked up a 16'boat with an 89 70HP evinrude on it. The previous owner owned it for 6 years and had idle problems and warm starting problems. Several marine outfits tried to repair the idle problem and were unsuccessful. One of them told him that when it won't start warm, pull the cover and toggle the primer switch, listen for a click and try starting it . He says that works MOST of the time. I'm wondering if it is possible for the motor to run at all with the primer switch not in the run postion and thsi guy has it backwards. (I'm not sure if the primer switch in the ignition cluster is functional or if the previous guy knows it exists. otherwise why pull the cover off?). Anyway, he also told me that the motor will load up and kill if moving at a "no wake" speed. Anyone know a good evinrude service bulletin site or a possible fix for these problems? One of the service invoices state: "make correction to fuel tail hose routing per service bulletin". Any good after-market repair manuals you can suggest? thanks in advance for your help!
