'89 evinrude 40HP wont run/idle below 2000 RPM

I just bought a boat and cant get it to run/idle below 2000 RPM. It will run from 2000 RPM-5500 RPM(full throttle) just fine. But if it is below 2000 it wants to die and generally will. It really sucks at the launch. Also when i get it started and go to give it throttle and take off I have to push it to about half and then it will bog down and then pick up. ONce it picks up i can give it the rest of the throttle. Any help would be appreciated.

Sound like the low speed circuit is clogged in the carburetor. If the spark and compression are confirmed good, then clean and rebuild the carb. Might be a good time to change the fuel lines at the same time.
