'89 J60 TLCE Loads up under load, won't run out past 2000 rpm

New champion plugs. Just did a VRO to pre-mix swap. This motor has been on a stand for 4 years. It ran OK on the muffs, at idle, but won't run out under load. WOT?? Not happening. A full carb pull down and re-build?

Compression test, spark check on tester for 7/16" open air gap on spark tester and then carbs and fuel system. If the first two don't pass no sense in going into the carbs until you fix the first two.

Good evening,
Not too sure about this model with VRO, but, following schematic it looks like the oiler pump also functions as a fuel pump. Any chance the fuel pump portion has also been disabled? How'd it run before the VRO disable?
Someone else with knowledge can jump in.
Also, before you tear into the carburetor, check fuel lines for air leaks, especially around the connections.
Will the engine run more consistently or increase RPM if you squeeze the fuel ball primer?

This motor has a power pack with rpm limit and SLOW function. Maybe the culprit is here.
