89 merc 20hp, lower end question

My lower end has a hole in it, just below the hydrofoil. When I hook my water ears up to the intake to start the motro, ther hole pisses out water. Is this hole suppose to be there, it looks factory drilled.....adn is this hole suppose to be sealed or not when Im running in the driveway, and in the lake?

A picture would be useful. The location you're describing sounds like the upper vent for the lower unit oil, but that doesn't make much sense if it's streaming water.
