?89 Mercury 2+2 100hp number one carb not pulling

Hi all! Brand new member here. I recently acquired a 100hp Mercury 2-Stroke. Did a complete service on the motor (which was running pretty ok) including lower unit, impeller, plugs fuel filter etc. found that the main fuel Line was delaminatimg so replaced from tank all the way to motor, rebuilt the fuel pump which was full of ?popcorn kernels of plastic fuel Line?, rebuilt All 4 carbs, and chased all over f the fuel lines and cleaned them. Motor starts and runs but I?m having a hell of a time syncing the carbs. The #1carb doesn?t quite feel like it?s pulling as hard as 2,3&4. And the number one plug confirms this by being dry compared to the other cylinders. Block #1 and she purrs like a kitten. No misfiring. Block #2 same thing. I?ve checked compression...128 at all cylinders. Leak down test good. Reeds aren?t stuck closed, and don?t appear to be spitting back at all. And no change in idle speed when spray around the intake with starting fluid while running. HELP!!!!

The motor only runs on the top 2 cylinders at idle and up to about 1800 rpm.----After that the bottom 2 carburetors kick in.------Sounds to me like the top 2 carburetors still need attention !!

Did you put the carbs on correctly the top 2 are different than the bottom 2
