89 xr4 150 high idle @ 0* timing

Ill keep this short. 89 xr4 150 new stator, switch box's, plugs, fuel filter, 120psi all cyl. New fuel lines and bulb. Rebuilt carbs twice no change. No air leak I can find. Rebuilt fuel pump, flows good. No idle stabilizer. Runs great above 2k rpm

When I do sync and set timing at 0* cranking and wot 25* it idles on muffs and in water at least 1600 rpm... And smooth? Reduce idle timing to maybe -8* to get a weak unsteady 8-900rpm idle.

Thinking its got to be a lean high idle.

Also my timing light needs to be set on the knob double to read real timing. So 50 on timing light is 25*. And that's close to where factory timing screw was set at factory..

Idled on muffs today alot and found something odd. Cyl 3 is odd one out when checking plugs. Had color but more black sticky ish then just wet like others. and when I look at piston down spark plug hole it's good color but all most dry. No water or detonation marks or not washed clean. All other pistons look slightly wet from The idling. But when I pull the cap from that cyl or any cyl no change in idle... Checked for good fuel pump flow and airleaks but nothing.
