9.5 Evinrude Sporwin 60' model won't rev up.

I have a 1950's or 60' model 9.5 evinrude sportwin that won't rev up when in gear. it will rev up in neutral but once in gear has no power. It will give me spurts of power now and again once warm. seems to go from low speed to high speed with no in between. New carborator kit installed, plugs cleaned up.. didn't solve the problem. any help would be appreaciated. thanks, Ryan

Spurts of power as in one cylinder cutting in and out, maybe?

Run the motor, pull one plug cable and see if it makes a difference, put it back and try the other one. The 9.5 would usually run on one cylinder with no load. [Use insulated pliers]
