9.5HP Evinrude WOT issue

read about 50 old posts about fixing an old engine like this one -1968 9.5HP Evinrude. Great forum. Got the motor from Grandpa and it hasn't been used for several years. He had some problems with it a few years back, took it to a dealer and they tuned it up but it still had a WOT issue.
I did the following today.
Did the carb cleaning using Seafoam..
pulled the flywheel and check the coils and points -all new..
put in new plugs and checked for spark, ~3/8" blue spark.
changed the lower gear lube..
ran in a 30 gallon can with fresh gas. had some warm water spurting from the tube (exhaust hose?) below the cover..
It idles pretty good up to 1/2 throttle.
Here are the problems.
#1-There is water lightly spraying down both sides between the motor lower housing and the gear case. Is this normal?
#2 When I put it in gear and try to throttle it up, it bogs down and just doesn't seem to have any more RPM or power than at 1/2 throttle. It doesn't sound like its missing but it just isn't opening up. any ideas?

Did the carb cleaning using Seafoam..

Did you check compression?
Did you try assisting the fuel system by firming up the squeeze ball when bogging occurs? This could help rule out a fuel supply problem.

Also, cleaning the carb using seafoam is not an effective overhaul. Take it apart and clean the jets and passages. Then retry.

I'd definitely get a carb kit, and give it a really good cleaning. Does your motor have the little bowl fuel filter? If so it could be clogged.

thanks for the responses.
I did forget to mention I did do a compression test. 70 PSI both cylinders. There isn't a bowl on the carb. looks like I will be rebuilding the carb.

Can any one tell me the path the cooling water is supposed to take in these motors? i am concerned about the water along the sides?

Water travels up the water pump tube, through the cooling passages around the pistons and back down the exhaust housing exiting above and behind the prop.
See where the water is coming out. Head gasket, cover gasket, etc.

70 PSI could be your compression gage, or you have severe ring wear. Those numbers are very low.

Carb does have a bowl. it is on the base and houses the float assembly and high speed orifice.
Orifice is behind the bowl drain. clean it with a piece of small wire.

I agree with others regarding the carb. cleaning. You should also clean and check gap on your points. It has been my experience that an even 70 lbs. is very acceptable on a 9.5 and nothing to worry about. I think they were a lower compression motor right off the line. Lots of carb. cleaner and compressed air for the carb. Best of luck. Rick.

Correction on my compression statement.

Just checked compression on my 67 9.5 @ 70/70 on rope pull. Plugs burning cleanly.
