9.8 hp nissan not peeing water?

I am looking at buying a used 2000 9.8 nissan two stroke. I have only seen pictures of the outboard. The guy who is selling the outboard says that it does not pee water like other outboards and that cooling water only comes out of the exhaust. I have never seen an outboard like this. Does this sound correct??

Any other opinions about this particular outboard?

Pee line is obstructed, run a thin wire upwards or compressed air to free it.

He is either mistaken or lying. All Tohatsu OB's have telltale ports. Like Luis said, it may be blocked. The 9.8B was the best hp for the pound in small OB's.
