9.8 no pull start?

I finished rebuilding the carb on my 1984 merc 9.8 and wanted to fire it up to make sure everything was ok. I had previously replaced the water pump and havent started it after that because i was waiting on parts... Anyways i went to start it and the pull cord wont budge a inch no (i tried pulling hard on it but i am afraid if i pull harder it will break). I have started it before all this work was done to it with no problems. The motor will turn over if you spin the prop while the motors in gear and all gears seem to be working by hand ok. Is there anyway i put the lower unit back together wrong and is causing this?? Any help would be greatly appreciated.

Drop the lower and see if the motor turns. Sounds like it is in a bind somewhere.

Check the simple things first.
Is it in neutral?

Yes i am pretty sure its in neutral when i do it. I can spin the prop either way freely. I am aware of the nutural switch and i even pushed it or w.e. so that it thinks its in nutural and still nothing....
