9.9 carb question

I have this old 9.9 motor. The flywheel says tecumseh but I have heard that is a sister to Johnson outboards. I've worked on it and it will start now but revs up very high unless I pump the bulb constantly. It is also leaking fuel out of a hole on the top of the carb. I have attached a picture so can anyone tell me what to do to fix it from leaking out of that hole. Thank you very much.

Welcome to Iboats, your 9.9 is no sister to the Johnson family, your problem more than likely is the fuel pump bladder...here is a example, the bladder splits and floods the carb.

If I were you I would do a complete rebuild on the carb, www.certifiedpartscorp.com will have what you need but you have to call them, if you ebay eskaman2008 can fix you up.
