9.9 Evidrude stalls when fully excellerated

My 1989 Johnson Evinrude 9.9hp idles and starts up with no problem. When i go to give it some throttle is stalls around 3mph. Changed fuel line and bulb but still same thing. Thinking the carb needs a rebuild. Wasnt sure if there is an easier fix to try first.

Test compression and spark first. Look for compression in the range of 110-120 psi, and spark around 1/2". Can probably rent a compression tester from an auto parts store, and buy a $10 spark tester there too (open air adjustable -- not the inline type.)

First carb might be a little daunting, but easy after that. Buy a kit to install and make sure all openings are clear and clean.
