9.9 evinrude, rigging for console steering

I am looking at hooking up a friends 9.9 evinrude 1994 to his side console boat. He live about an hour away from me, and asked if I could help him as he was having an issue. I figured it would be a slam dunk, but I asked him to send me pics because I thought it was pretty strait forward how could there be an issue.

Anyway in the photo the pivot tube where the steering arm normally rides is blocked off with a long bolt, I know a turn of a wrench will remove it, but I looked at a parts diagram and it shows that even with removing that bolt it may not have the steering tube there. I am not sure, the parts diagram are not always clear, so I am looking for clarification if my friend needs to buy some more parts in order to rig this motor to his side console. Any insight would be great

I assume you have a rope start model?? If so, the parts book does not show it as having a tilt tube. Instead you need a part number 175524 steering adapter kit if for port side entry of the cable, or 175525 if for starboard cable entry. Furthermore, you need a 175820 remote control conversion kit to connect the shift/throttle control. An Evinrude dealer should be able to help you on this stuff.
