Lets see i bought a 91, 9.9 gamefisher and it had been sitting in some guys garage, after it wouldnt start which i knew that was gonna happen i cleaned the carb out which was filthy and i didnt replace any parts, and now i cant figure out why when i pull on the cord to start it shoots gas out of the overflow hole and floods the motor because i pull the plugs and there pretty wet.im pretty sure the float works it has no holes and floats when i put it in water. Can anyone throw any ideas out there please?

The float's stuck open.
Clean it again. making sure the float needle is hooked up right and nothing in the bowl and inlet.
I use soap and water and then air dry(compressed) it.

Good luck on the kit.
make sure it's the right one before you open it.
I've found it usually only needs the bowl gasket.
Unless it's realllllly gunked.

Get a fuel pump rebuild kit too, and rebuild the fuel pump. If the diaphragm isn't bad now, it will be soon (ethanol).

I'm not sure if a ruptured diaphragm would cause your flooding issue though....

ok for all that googles this thread i have fixed the motor it turns out the primer bulb on the front of the motor that was cracked to pieces and broken, i replaced it with the wrong dang on bulb and i guess the factory one is vented because when i hooked the carb up to the fuel line and left the primer line off it didnt overflow at all so i tighten it down and pumped it full of gas then hooked the primer up gave it one pump and bam! motor runs now awesome !
