9.9 hp 4-stroke rpm range question

At what rpms do the small (10hp) 4-stroke motors run at? I see in the specs that the hp rating is at WOT RPM's of 5000-6000 but can you actually run a 4-stroke engine at that rpm range for any amount of time without damaging the motor? I realize that the 2-strokes run in high rpm ranges quite well but I have no experience with small hp outboards with the 4-stroke makeup.

If it's rated at that rpm from Merc then it's ok to run it that way. I would not run it that way all day though.

I'm trying to figure out if a 2-stroke motor (10hp) will travel at the same cruising speed as a 4-stroke (10hp) motor. In theory, if they are both 10 hp then they should cruise at the same speed when placed on the same boat. However, I keep hearing people say the 4-strokes are very sluggish. I was wondering if it is because the manufacturers rate the motors at rpm levels that can't actually be reached when on the water. Whereas a 2-stroke motor can reach these levels and run at them for an extended amount of time. Just my thought - but I was hoping there would be more people out there with first-hand experience that could prove me right or wrong.
