9.9 Johnson Motor Height???

I have a 14' flat bottom jon boat w/9.9 Johnson. Getting lots of spray from motor. Where should the cavitation plate be in regards to the bottom of the transom. Right now it is approx. 3 inches below. Should the motor be raised?

It needs to be about even with the keel, or a little higher, but start at even and see how it works.
