9.9 kicker water lock

Hello all, I had a customer come in with a hydralocked 2008 mercury 9.9 four stroke kicker. Thing will just not start up again he got the water out of it a day after it happened left it in reverse while under way and down in the water. Put new plugs in it and it has spark not really great spark but enough spark. I made sure it had compression no gauge but more than my 35 has with my finger over the hole. I tried a little starting fluid and it won't even spit or sputter. I made sure it was getting gas opened the throttle and spun it fuel came threw the holes I'm at a loss I tried putting plugs in and holding the throttle open a little and still nothing anyone have any suggestions? I'm not a "real" shop by any means but I've got a lot of experience with engines of all sorts but this is the first 4 stroke outboard I've worked on any suggestions?

My suggestion is to get a compression gauge and see what the compression is on each cylinder.

That's basically what I figured the response would be I'm thinking blown head gasket I sent him to another repair shop I just don't have time for it right now thanks
