9.9 Merc 4-stroke won't start

For many years, I've use my trusty 9.9 (2009) Mercury on Lake Michigan for a trolling motor. I only use non-ethanol gas. The 9.9 used to always start on the 2nd or 3rd pull, and runs well most of the time. I ran it out of gas in November to put away at storage. When preparing the boat the boat for launch, the 100hp Merc started in 1 second. I tried the 9.9 multiple, multiple times after squeezing the bulb until hard (full bowl), squeeze primer on the engine many times, used the choke, and nothing. Tried every combination of choke, throttle, primer. Couldn't get it to fire once. The 9.9 turns over but will not start. I pulled the plugs and they're dry. I squeezed the bulb until gas came out the intake. I will check the plugs for spark when it's dark outside (boat parked outside). I'll try to drain the carb. No mice chewed through wires. I presume it is magneto ignition....no battery connected. There are no fuses I can find. Any ideas?

Can I bypass the kill button on the tiller to make sure it hasn't killed the spark? Any suggestions will be greatly appreciated.
