9.9 merc outboard reverse problems

forward and reverse work fine but when I shift into reverse it revs way up and sometimes in reverse the prop still spins and goes forward. with the motor off when I put it in reverse I can spin the prop freely by hand but neutral and forward are normal. cables seem to be all in good condition. any ideas?

sounds like the cables are out of adjustment allowing throttle when it shouldn't

will that cause the prop not to spin in reverse

out of the water and not running thats normal, its in a locked position, in forward it will ratchet one direction

look real close on how the linkage is centered on the neutral detente position
