9.9 Mercury 4 Stroke outboard

I am having some issues with my motor 9.9 Mercury 4 Stroke outboard . It was recently leaking oil. We drained the old oil and put in new oil. After all this, It does not start. any suggestions?????

Was it stored in the incorrect position? If that's the case you may have oil in the cylinder or intake.
