9.9 Mercury four stroke fueline connector cap

Hello all, Can anyone tell me where the fueline connector rubber cap strap/lanyard connects on my 2007 Mercury 9.9 ? The strap/lanyard has tits on it & looks like it should be pulled through a hole somewhere but I don't find one anywhere in the vicinity. Does a hole need to be drilled somewhere or is this a stock item & I'm just missing the attachment location ? Thanks for any & all help !!
