Is the shift linkage on my 1982 9.9 Johnson adjustable?
Or is it off from the long to short shaft conversion it had before I got it?
In the neutral position I am still driving forward.
The reverse position is neutral and I have to hold it back to reverse.
Yes, it's adjustable. The long shaft shift rod is WAYYY longer than the short shaft(like 5"), so you're in the hunt.
3 places can change overall length. The number of turns the L/U shift rod is screwed into the L/U.
The connector between the L/U and mid-section can be improperly clamped, which will change the length (not uncommon). If it'd way off this is probably the culprit. 4 bolts to drop the L/U, but DO NOT remove them otherwise you need to re-fit the water tube into the water pump grommet.
Finally, there is a threaded adjustment bar on the starboard side. When you shift you can see the mechanics at work. Probably easiest to remove the shoulder bolt for the lever/hub assembly (don't lose washer on back side) and rotate as needed.
You can also spread apart the tangs and pull out the round plastic pivot nut and rotate that. The only concern is the tangs can get brittle and break.
You can also pull out the shift link by removing the cotter pin and washer and then rotate.
