I have an 83 Johnson 9.9. The throttle is really stiff so that the gears/teeth want to slip. I took off the flywheel and magneto to clean the surfaces that rotate.

It seems like there might be too much friction between the black, plastic throttle control cam and the roller cam follower, but I’m not sure how much resistance is normal from that area.

Here’s a video

Reach underneath the flywheel (engine off) and attempt to slightly rotate the throttle/ignition plate underneath. If it is hard to move, it's likely that there is a buildup of hardened grease underneath -- usually at the support plate bearing (which is really more like a hard gasket). To clean it, you need to remove the flywheel and the ignition plate for access. You can try spraying some WD-40 under there and work the plate a bit to see if it turns more freely -- not real likely, but great if it works for you.
