9.9 won't start with manual choke

Still have one big problem with this '92 9.9, it will only start with a shot of mix. I covered the hole on the choke plate thinking it might get a richer mix but it didn't work. It worked before the fuel pump went bad. The choke plate is fully closed.

The motor runs fine otherwise.

check your compression, should read atleast 60 psi on each cylinder.

I checked the compression last year and it was 100/102 or close to it. It has the new plastic top. It's possible the choke plate was changed to a different size plate (not mine). Guess I could check the compression again.

The choke worked before the cam roller broke and the fuel pump went bad.

I just cleaned it for the 15th time. After putting the new fuel pump on it ran rough and acted like it was flooding but then snapped out of it after running it for 45 minutes. If the motor is running normally wouldn't the fuel come through the same carb holes that the choke fuel comes through? That's the way the manual reads anyhow.

I taped the choke closed and it wouldn't fire this morning. That taped hole might make it worse, I don't know.
