'90 70 HP power tilt and trim issue, dead motor??

I have a 90 70 HP Evinrude, was out yesterday tilt and trim seemed to be working well, when I got home and tilted the motor it seemed slow, tried again this morning, got it to work a few times was still slow, then nothing, from both the throttle and the motor. There is no noise when I hit the switch, 90% of the time, the other 10% the pistons barely move. Battery is 100%, fluid is 100% full, any ideas?

Clean the contacts on the relays and try it again.

You can follow up the wire from the motor.Disconnect the blue and green wires and using a heavy wiring,jumper cables will be perfect,jump to a battery blue to positive (bluesky=up)grn to neg is up.reverse down(grass green=down)if it still runs slow,motor likely going bad
