'90/'91 120 Carbs not opening or closing fully

Hello gentlemen, I have a similar problem that another fellow boater had posted yesterday but my problem seams a little different.

I have either a 1990 or 1991 Force 120 (no model number) with I can only assume a older Chrysler control box and the carb butterflies are not fully open at WOT and not fully closed while at idle. First thing I did was performed the carb idle/timing adjustment in the sticky thread and the video that Frank had posted on youtube. Easy enough. I positioned the throttle at WOT and noticed the timing tower didn't move that much and the butterflies weren't even open a 1/4 of the way. I moved the throttle back to idle and again the timing tower didn't move that much and the scribed marks on the cam didn't match back up to the roller as I set it earlier. I performed the idle/timing procedure once again and placed the throttle at WOT and back to idle with no change. I then began to adjust the throttle cable were in connects inside of the controls and also at the powerhead in conjunction with adjusting the link bar and nothing seems to fix the problem. This is my first Force motor so I'm not familiar with it and I'm not sure what to do next.

Also, with both carbs not returning to idle I cannot get the lower unit to shift into reverse until I manually return them to idle and vice verse with forward. Is this some type of interlock that prevents the lower unit from shifting while not at idle?
