90 Force Tilt & Trim bouncing going down

I have a '90 Force 150 and when I take the motor down it seems to want to bounce. I figured there was air in the line. I tried bleeding the air out of the lines and it would run smooth up and down for 2 or 3 times then start this bouncing motion going back down. Is there any logical reason for this? Could there be a way that air is getting back in the lines? Everything seems to be running smooth going up and I have no leak down.

Certain combinations of motors and pumps will do this if the fluid is too thin. To make a long story short, there isn't enough resistance and the motor spins too fast. Make sure that you are using 30W ND motor oil.
