may be stuck closed tstats or swolen water deflectors that prevent circulating the water in the heads.
may be the waterpump is installed wrong and there is no sufficient water pressure.

we need more info

Re: 90' johnson getting hot.

A hot horn going off "every now and then" sometimes points to a different problem than impeller and t-stats. Do you know under what circumstances the horn alarm....WOT, at idle, mid range....etc.

The tell tale stream comes from the bottom of the exhaust cover. The hose from the connection on the exhaust cover to the tell tale hole on the pan should route up and over the starboard head. This is to help the engine stay full of water and prevent it from getting air bound.

Any info you could give us would be beneficial...
