90 l-drive

this motor has good compression good spark and carbs were cleaned but still has trouble getting on plane or getting to the high rpm's
starts and idles fine any ideas

It could be fuel issue. Try having so one sqeeze the ball when running. Or maybe you have the wrong prop. You would probably want a 17 pitch prop and prior owner might have put on a 21 or something like that.

Without knowing the size boat, load commonly carried, speed, and RPM currently achieved it is very difficult to say what could be wrong.
