90 PSI in all three cylinders

Have a 1989 Evinrude 60 HP, has 90 PSI in all three cylinders. The idle in gear is rough but the high end is great.
Question: carbs or is this caused by the low compression?

Your compression is fine.

You may have a carb or two with a bad idle circuit.
