90 yamaha power loss

I have a 04 90 yamaha resentily took in the the shop and had i carb rebuild , new fuel pump, and new waterpump. took it out twice. on the secound trip i had got it up to 4000 rpms and it started surging up and down for about 15 mins. then cleared up. got to the spot and fished for a while. got ready to leave and could not get it to go above 3000 rpms. had to idle all the way back to the boat ramp. when its in nuetral revs. up to 6000 rpm. but put it in gear and will not go above 3000 rpm. what could be my problem.

sounds like bad fuel. you can try an auxiliary tank.
don't rev the engine past 1200 rpms in neutral. not good to rev without a load on the motor.

Does your alarm system work?
Could be going into reduction mode.
Kind of sounds like a fuel issues, but hard to say with so little to go on.
Start testing things to see. Compression,spark, timing, fuel system, check for water and trash in fuel.
Popping sounds like a lean sneeze clean all carbs not just i.
