91' 200XP Timer base

Guysm IHA 91' 200XP Rude that is down around 1000 rpm. Replaced Ppack with no luck, compression good/even across the board on all 6. In last 2 years have replaced Tbase, stator and regulator. I have also ohmed out all coils and all come up close with same reading. All carbs are opening and plates are tight at WOT. Also have replaced plug wires.<br /><br />Question, is it possible to check timer base while on the motor with fluke meter and could the tbase gone bad again and causing the lass of rpm? All cyl seem to be getting spark at idle on the hose. Any suggestions guys??? have not go tthe money to put her in the shop right now and trying to eliminate as much as possible myself to save some green. I have a OMC manual put it recomends a stevens meter to check tbase. I have a nice digital fluke I was hoping I could get same reading with.<br /><br />Any help would be much appreaciated...
