91 40hp johnson trim switch

My trim switch will only raise the motor. I have tried the one on the motor and the one on the controls and the both just raise. I tested the switch with a volt meter and the switch is transfering 12 volts to each post, but only the trim raise is working. I can override the switch and raise/lower the motor with a battery pack and switching the 2 wires that go to the trim motor for up and down. Any sugestions why both switches are doing the same thing?

Try swapping the relays and see if the problem reverses; if so, replace the relays.

Where are the relays?

black box 3" x 6" 1 " thick. exactly where on that motor, i can not tell you. will have big blue and green wire coming out of it.
