91 9.9 Johnson will not shut off

I tried grounding the black/yellow from the power pack and still nothing. Bad power pack? It has a new ignition switch and I've tested all wires coming back to the power pack and all function correctly.

i had the same problem in my 9.9 81'.
problem was powerpack after overheating.put new/used/ powerpack from 8hp model and run motor over 1 year without problems
but first play with switch.they can fail..
disconect cables going to switch and conect them permament.
ofcourse check grounding conection and conections in raber boot

He's already tried grounding the wire at the powerpack, and even that doesn't kill the motor. It sounds like to me he's bypassed the switch all together for that test. I replaced the powerpack on my motor and it made a world of difference in reliability and ease of starting.

It starts really easy, just won't turn off. Guess I'm looking at changing out the power pack if I want it to stop without removing plug wires.

You can always choke it off, woun't get shocked that way.
